Hollywood Burbank Airport Replacement Passenger Terminal, Burbank, CA

Pankow Builders is part of the Pankow–Holder–TEC Joint Venture, selected by the Burbank-Glendale-Pasadena Airport Authority to design and construct the Hollywood Burbank Replacement Passenger Terminal (Elevate BUR) at Hollywood Burbank Airport.

The project includes construction of a 355,000 SF terminal with 14 gates, a 2,000+ stall concrete parking structure, and significant campus infrastructure improvements including new roadways, airfield paving, bioretention basins, and modular wetland systems. The modern facility replaces the airport’s existing terminal building from the early 1930s and is designed to safely accommodate up to six million passengers annually.

Through thoughtful planning, advanced engineering, and collaboration with community stakeholders, the Elevate BUR initiative will deliver a safer terminal positioned farther from the runways while maintaining the convenience that travelers value. The project enhances connectivity to regional transit networks and establishes a modern aviation gateway for the San Fernando Valley and greater Los Angeles region.

Advancing the Future of Air Travel

Elevate BUR represents one of Southern California’s most significant airport infrastructure projects. The initiative replaces Hollywood Burbank Airport’s historic 1930s-era terminal with a modern facility designed to meet today’s safety, accessibility, and passenger service expectations.

The new 355,000 SF terminal will include 14 gates, expanded ticketing and security areas, modern baggage systems, and a wide range of passenger amenities including new retail, dining, and improved circulation areas. The design prioritizes passenger comfort and operational efficiency while maintaining the convenience and accessibility that travelers associate with Hollywood Burbank Airport.

Beyond the terminal itself, the project transforms the surrounding airport campus. A new 2,000+ stall concrete parking deck, upgraded access roadways, and integrated airfield improvements strengthen the airport’s transportation network. Environmental features—including stormwater bioretention basins and modular wetland systems—support long-term sustainability and responsible site management.

Safety remains a driving force behind the project. The replacement terminal is located farther from the runway than the existing facility and is designed to meet modern earthquake and aviation safety standards. Through this investment, the Burbank-Glendale-Pasadena Airport Authority is ensuring that the Hollywood Burbank Airport remains a safe, efficient, and welcoming gateway for travelers.
