Pankow Builders provided Design-Build services for the Richmond Civic Center Revitalization, a multi-phased transformation of the city’s core government complex. The project encompassed seismic upgrades, waterproofing, and full renovation of City Hall, the Hall of Justice, the auditorium, and the 140,000 SF Civic Plaza. Each facility was modernized to meet essential building standards while maintaining occupancy for vital municipal functions.
The City Hall and Hall of Justice both earned LEED® Gold certification, exceeding the City’s original sustainability goals through energy-efficient systems, solar photovoltaics, and high-performance glazing. Historic preservation work included restoring terrazzo flooring, wood handrails, and brick façades while integrating new finishes that matched the original mid-century design. The project was delivered on time and on budget, leveraging phased construction to maintain uninterrupted city and emergency operations.
Beyond its technical success, the revitalized Civic Center reestablished a civic landmark that now serves as a sustainable, resilient, and inspiring focal point for the community of Richmond.
Building a Resilient Civic Core
The Richmond Civic Center Revitalization brought new life to one of California’s most architecturally significant government complexes. Originally designed by architect Timothy Pflueger in the 1940s, the multi-building campus—including City Hall, the Hall of Justice, the Auditorium, and the Civic Plaza—required major structural and systems upgrades to ensure long-term performance, sustainability, and safety.
Pankow led this Design-Build modernization and seismic retrofit while preserving the Civic Center’s historic character. The project included structural upgrades, waterproofing, and interior renovations to City Hall and the Hall of Justice, both of which achieved LEED® Gold certification for their sustainable design and energy efficiency. The work also encompassed restoration of the 60,000 SF auditorium and 140,000 SF plaza, asbestos and lead paint abatement, and extensive plaza landscaping.
Executing the work in a phased, occupied environment, Pankow maintained city operations, including critical emergency communication systems, through careful coordination, temporary power rerouting, and precise sequencing. The revitalized Civic Center now provides modern workspaces, enhanced public areas, and a renewed sense of civic pride, earning recognition for excellence in both preservation and design innovation.
The Richmond Civic Center Revitalization earned multiple industry awards, including the DBIA Best Project Award and LEED® Gold certification for both City Hall and the Hall of Justice.
