A Civic Space Reimagined for Los Angeles

Pankow Builders served as the general contractor for Grand Park, a landmark 12-acre civic space in the heart of downtown Los Angeles. The project transformed the historic Civic Mall into an interconnected public park that stretches from the Music Center to City Hall, providing open green space, performance areas, and pedestrian pathways for the city’s residents and visitors. Work included the renovation and expansion of the historic Arthur J. Will Memorial Fountain, the relocation of vehicular helical ramps off Grand Avenue, and the construction of new monumental stairs and ramps that knit together four city blocks into one continuous park experience.

Built directly above an active public parking structure, the project required careful sequencing, structural coordination, and stringent safety planning to protect public access throughout construction. Extensive architectural concrete flatwork with custom finishes, colors, and patterns gives the park its distinct character and durability. Grand Park has since become an enduring example of civic renewal and design excellence, symbolizing Los Angeles County’s commitment to creating inclusive and sustainable public spaces that unite its diverse communities.

A Park That Connects a City

Grand Park redefined the civic landscape of downtown Los Angeles, transforming the historic Civic Mall into a 12-acre cultural and community hub. The park spans four city blocks, from the Music Center to the steps of City Hall, and creates a seamless, pedestrian-friendly connection between the city’s most prominent civic institutions. Designed as a shared public space for residents and visitors, Grand Park embodies Los Angeles County’s vision of inclusivity and accessibility through thoughtful design and construction.

Pankow’s scope included the renovation and expansion of the historic Arthur J. Will Memorial Fountain, the demolition and relocation of vehicular ramps off Grand Avenue, and the installation of new monumental stairs and ramps that link each park terrace. The expansion of the park to the east opened new vistas and strengthened the visual and pedestrian relationship between the Music Center and City Hall. Constructed directly over an active underground parking structure, the project required meticulous engineering and safety measures to ensure stability and continuous public use.

Throughout construction, Pankow worked in close coordination with the County of Los Angeles, the design team, and multiple public stakeholders to ensure that the project’s architectural, civic, and sustainability goals were met. Today, Grand Park serves as a dynamic venue for public gatherings, performances, and cultural events, establishing itself as a central gathering space that celebrates the diversity and spirit of Los Angeles.
