Pankow Builders provided Design-Build services for the Central Shops Replacement Facilities, relocating San Francisco’s Fleet Management Division to two modern sites totaling 110,000 SF:
555 Selby Street: Ground-up construction for medium and heavy-duty vehicle maintenance (63,316 SF).
450 Toland Street: Renovation of an existing warehouse for light-duty vehicle repair (46,315 SF).
The project was delivered under a partnership involving the City’s Public Works Department, SFPUC, and developer Oryx. Collaboration through structured partnering was key—resulting in an on-time, within-budget delivery and seamless relocation of critical city operations.
Partnering in Motion
The Central Shops Replacement Project redefined what’s possible through collaboration between public and private partners. Tasked with relocating the City’s Fleet Management Division to make way for the SFPUC’s campus expansion, the team delivered two facilities—555 Selby for heavy-duty vehicles and 450 Toland for light-duty services—totaling over 110,000 SF of advanced, flexible workspaces.
Through a public-private partnership with Oryx Development, SF Public Works, and Pankow Builders, the project used Design-Build delivery to streamline schedules and manage complexity across two active industrial sites. Partnering played a critical role in success: four facilitated sessions, a shared Partnering Charter, and open communication among all agencies kept the team aligned and proactive.
Despite challenges including demolition appeals, permit delays, and pandemic-era constraints, the project finished on time and within budget, with zero lost-time incidents or claims. The new facilities now serve as the operational heart of San Francisco’s emergency fleet, providing faster response times for police, fire, and city service vehicles.
Recognized with the 2019 IPI Partnered Project of the Year Award and 2018 San Francisco Partnered Project of the Year Award, the Central Shops exemplifies how trust, transparency, and innovation can drive lasting public value.
The Central Shops project earned both the IPI Partnering Award and the SF Partnered Project of the Year Award for its collaborative public-private delivery.
