Community Wellness Through Precision Clinical Integration

Pankow delivered a comprehensive 163,087 SF interior tenant improvement for Valley Health Center (VHC) Bascom, transforming a newly constructed 10-story shell into a high-performance clinical hub. As a "Signature Project" of San Jose’s Urban Village strategy, this facility serves as a "one-stop-shop" for Santa Clara County residents, offering seamless access to primary care, behavioral health, and specialized medical services.
A Vision for Integrated Care
Valley Health Center Bascom was envisioned as a cornerstone for the Santa Clara Valley Medical Center’s ambulatory network, designed to provide compassionate, accessible healthcare to a growing population. Pankow’s mission was to breathe life into the building’s interior, translating a complex clinical program into a functional environment that seamlessly integrates Adult and Pediatric Urgent Care, specialized Dental clinics, a high-volume Pharmacy, and advanced Diagnostic Imaging. By bringing these vital services, alongside specialized departments like Primary Care Behavioral Health and Maternal Fetal Medicine, under one roof, the project ensures a centralized "medical home" for the San Jose community, fostering a pedestrian-oriented neighborhood where daily health needs are met within close proximity.
To meet an aggressive 12-month delivery schedule, Pankow pioneered a concurrent delivery strategy, executing the TI scope simultaneously with the Core and Shell activities. This "Precision in Parallel" approach required surgical coordination to ensure interior trades could advance safely while the primary structure was being finalized. Utilizing Design-Assist BIM coordination, the team resolved hundreds of technical conflicts in the digital space before they reached the field, which was critical for navigating dense ceiling cavities with medical gas, high-voltage imaging equipment, and complex HVAC systems.
Operating on a constrained urban site with only one shared construction elevator, Pankow leveraged Lean Construction principles to maintain momentum. The team pioneered early crane picks to stock floors with oversized materials before the curtain wall was sealed, mitigating potential vertical transportation bottlenecks. In alignment with the County’s commitment to stewardship, the project features high-efficiency lighting, water-saving fixtures (saving nearly 500,000 gallons annually), and low-VOC materials. The result is a bright, modern healing environment that promotes wellness for both patients and the environment.
